The constitution, powers, and jurisdiction of the Committee of the College Council are defined in The Constitution of the College. The relevant passage (from pages 21-22 of the printed issue of the Constitution and from pages 2-3 of the on-line issue) appears below.
Article II The Elected Committee of the College Council
Section 1. Constitution. There shall be a Committee of the College Council, which shall consist of the Dean of the College and seven other members elected by the College Council out of its voting membership under the Hare System of Proportional Representation. This election shall provide that the Committee includes at least one member from each of the Biological Sciences Collegiate Division, Humanities Collegiate Division, Physical Sciences Collegiate Division, and Social Sciences Collegiate Division.
Section 2. Terms of Office and Election Procedures. Terms of office for the elected members shall be for two years, renewable, with four members to be elected in one year and three the next, alternation to be continued in subsequent years. The unexpired terms of Committee members leaving the Council shall be served by the alternates to the Committee, providing always that the conditions specified in Article II, Sec. 1 are fulfilled.
Section 3. Organization and Meetings. The Dean of the College shall be the Chairman of the Committee of the College Council. The Committee of the College Council shall elect a Spokesman from its membership. The Spokesman will serve for one year, and will be eligible for re-election. The Committee of the College Council will meet at least once every two weeks throughout the Autumn, Winter, and Spring Quarters. Other matters pertaining to the Committee’s organization shall be dealt with according to the Committee’s Rules of Procedure.
Section 4. Functions. The primary function of the Committee of the College Council is to prepare material for action by the College Council in all matters over which that body has jurisdiction. In all its activities and in its recommendations to the College Council, the Committee of the College Council will give high priority to questions of curriculum and academic programs. The Committee of the College Council will receive reports from other standing committees and proposals for College Council action from members of the College Faculty.
